Benzyl chloroformate becomes phosgene gas when exposed to water. That was used as a chemical weapon in WWII. I would probably avoid doing that.

I have not run the numbers. The upfront cost to build a lab capable would be pretty high. Then I would still need to find a competent chemist, and secure precursors.
