Well, I live in Texas, you live in Arizona. Perhaps it's the humidity drawing the solution out, somehow.
If you look at the picture I provide, there is far too much solution on the outside to suggest it's from the threading of the lip. I'm boggled but it's interesting, at least.

It's super humid here right now. We've been getting a ton of rain. That should not be it.
Once a stream of solution hardens a bit, more solution will take that path. That would explain why it keeps building up. I see the cap is not screwed on all the way. I would imagine the caked on residue is preventing it at this point. Perhaps when you pull the cap off to use some, a little drips down along the same path, leading to the buildup that you see?
