Caffeine powder not completely soluble?

I recently purchase some caffeine powder, and have been dissolving it in water to avoid the awful taste. I have noticed though that when I do this is doesn't entirely dissolve, and I am left with some little clumps at the bottom that just won't dissolve.
Is this normal, or is there a risk that mine is contaminated?

Heat the water up, then see if it dissolves. Caffeine is not very soluble in water at room temp, but very soluble at high temps. That is why traditionally tea and coffee have been hot drinks.
