"There are a few problems with the common form of Tianeptine, the sodium salt. For one, it is very hygroscopic. This makes handling and storage a pain. More importantly, its short half life and pharmacodynamic properties make dosing required up to 3 times a day. This is where a more controlled release form comes into play.
Tianeptine hemisulfate monohydrate is an improved salt of Tianeptine. It is not hygroscopic, so handling the powder is a lot easier. Since it is not as readily absorbed and excreted from the body, the sulfate salt allows for a more controlled release of the Tianeptine over longer periods. Rather than having to dose three times, with rapid peak effects and rapidly falling effects, the sulfate salt allows for one dose to maintain plasma levels in the body much longer than the sodium salt. These improved characteristics make Tianeptine Sulfate a novel addition."

Is there any evidence that it's addictive at therapeutic doses?

The only people I have spoken to that find it addictive, are taking 100mg or more. I would venture to guess that taking 100mg of the sulfate salt would not lead to the same peak euphoric effects for those people. So the sulfate salt would be less likely to be abused. Honestly, if there is any chance of Tianeptine being FDA approved in the US, this salt is going to be the form. It's recently patented, so there is motive for them to put it through trials.
