You could try cycling with kratom and kava. Kava has been shown in some studies to be as effective as benzos at combating anxiety, which is the gold standard, but it is potentially intoxicating (like phenibut) depending on dose, and I'd be worried about addiction because many drugs that are touted as "non-addictive" in initial trials seem to be addictive in many people when adopted for wider use. According to examine.com some trials even showed some improvement in reaction time at certain dosages of certain extracts, making it potentially a weak cognitive enhancer, although not necessarily a safe one.
Kratom is an opioid, like a weaker opium. It is relaxing but can still be functional. Because it is an opioid, even if a weak one, I would cycle this one as well. Higher doses can be used recreationally or to wind down at night, lower doses for being functional during the day. I wouldn't drive on this one although at proper dosages I don't think phenibut or kava affects cognition negatively enough for you to be a danger on the road.
Neither of these alternatives are nootropics, nor would I take them every day. But perhaps a cycle of these three could be used to get some pharmacological help for your anxiety without rx drugs for the majority of your week. Kratom has so much more than opioids in it. There are immunomodulators, vasodilators, NMDA antagonists, adrenergic agonists, etc. It's a very interesting plant.
