Can anyone explain what this means in regards to how it affects you? Does it mean you will experience less pleasure because it inhibits dopamine?

No, not really. My neighborhood has many parks below grade, and small lakes, which allow water to drain into. So my place was fine. A lot of other places got hit pretty bad, though.
