Can anyone explain what this means in regards to how it affects you? Does it mean you will experience less pleasure because it inhibits dopamine?

I like the analogy but I somewhat disagree. I think that's a great analogy for an agonist not a reuptake inhibitor.

It was not a serious analogy. A re-uptake inhibitor would be something that clogs the drains, and causes water to build up. The clouds were more like amphetamine, a releaser of rain.
I was just bringing up the fact that Phoenix flooded a few days ago. Literally the most rain we have had in recorded history.
