If onetime use of psychedelic improves cognitive function, is it a nootropic?

The title pretty much says it all (I have been reading alot about psychedelic-drugs' ability to alter thinking patterns and thusly improve performance).

Interesting. I used to take low, oral doses of meth (10-15mg) in place of adderall, and it was quite effective. Had no idea it was also neuroprotective.
So in continuation, amphetamines in general wouldn't be considered nootropics, regardless the dose? Is this due to the negative long term (and short term) effects?

Correct. They can be neurotoxic at certain doses, and they are addictive. They would be more appropriately called cognitive enhancers.
