If onetime use of psychedelic improves cognitive function, is it a nootropic?

The title pretty much says it all (I have been reading alot about psychedelic-drugs' ability to alter thinking patterns and thusly improve performance).

Things can have nootropic qualities, but not be considered a nootropic. Take methamphetamine for example. Low dose meth is actually neuroprotective, and has cognitive enhancing properties. However, we would not call meth a nootropic.
