So have yet to see someone post a review of Ceretropic here on r/nootropics so I thought I would type up my positive experience with them.
Shipping: I placed my order on the 7th of September for a dropper of Noopept and one of the L-theanine/Caffeine combo. After 2 days it was marked in transit. There were a couple issues with my order taking a longer time then expected to get to me. However this wasn't an issue because of the quick response from the owners. /u/MisterYouAreSoDumb quickly responded to all my questions about the order and why it was taking so long (Canadian border held on it for an extended time). I got my products on the 23rd. Both vials were intact and very well padded.
Just a side note, Ceretropic's shipping label clearly stated what each vial contained. However the label that Canadian customs placed on only stated "vitamin products". Found that a little interesting.

The L-theanine/caffeine has some interesting looking crystal shards in it (http://imgur.com/3wIl5Mz) so make sure you shake it well. I'm used to taking l-theanine/caffeine at a 2:1 ratio, so I was interested to see how different the 1:1 ratio would be. I felt it…

I found a study that showed the oral bioavailability was 99%, and if that's true then sublingual dosage shouldn't be lower than oral. Unfortunately, later on in that study they state 99% +/- 29%. That's quite a big margin of error there and leaves some room for sublingual bioavailability to be noticeably higher. I guess I'll just have to start low and experiment.

Substances can hit faster sublingually even if they have high oral bioavailability. It's a quicker route into the bloodstream. I just dose it at the same mg as oral, 12.5mg.
