I have a feeling it has something to do with noopept's lowering of spontaneous and stimulated glutamate release. I suspect that effect arises from it's affinity for the glycine site of the NMDAR, or possibly non-NMDA glutamate receptors.

The extent of this decrease depended on the peptide
concentration. It was significantly higher at a concen-
tration of 10 –6 M than at 10 –5 M. The observed decrease
in the peptide effect at its higher concentration suggests
a bell-shaped curve of the dose-effect relationship,
which is characteristic of a number of peptides, includ-
ing Noopept
This makes sense, since I get this effect much more noticeably the higher I go above a 15mg dose. The bell shaped response curve is pretty significant with noopept.
That study showed that the membrane potential was altered due to blockage of K^+ channels instead of the NMDA mediated Ca^2+ channels.
More research needs to be done here.
