EDIT: Noopept is considered a drug, not a supplement. Legal issues would make this impossible.

The only way you would be able to do this is to get the FDA to list it as a dietary supplement. However, that will never happen, since it's not a natural derivative of any food source. It would then have to be approved as a drug. However, that would most likely lead to a patent battle with the international patent holder, and cost a ton of money. Then it would have to be sold as a drug and undergo costly human trials. It would also mean our days of buying bulk would be over.
