In Switzerland they make you pay on the spot if you are not a citizen. I got photo radared outside Zuric a couple years ago. Supposedly they dispatch a police car to pull you over when that happens. It happened to a colleague of mine. Knowing this, I speeded up and made it to the German border before they could catch up. They mailed me the ticket, and it's currently on my fridge.
