I finally got a good scale. What's a good way to take small doses?

I just want to measure out like 8-10 mg of noopept. So say I get it on the scale. Then what? Tip the dish into my mouth and pat it and maybe accidentally get saliva on it/powder on my face?
This whole process probably isn't as complicated as I'm making it. Just want to know what all of you do.

Is there any advantage to taking it sublingually rather than orally dissolved in some water?

Peptides are extremely susceptible to enzymes. Sublingual bypasses your GI tract. This means it will get to your blood stream sooner and in higher quantities. I've taken it orally and you can't really notice it. Sublingual has me awake in no time.
