Addiction is a process with any substance or activity. Those who are predisposed genetically will love that first drink and then it all goes downhill. It always starts somewhere so it's not technically false to say this, but I agree it is a bit sensationalist.
I think it would be more sensible to talk about physical addiction only, which can start after a single heavy session of drinking. Very mild withdrawals are partially responsible for the hangover, which is why "hair of the dog" is an effective hangover cure, and the more days you binge for, the more effective it is.
Fortunately, for the huge majority, addiction is easily avoided but you don't know if you're part of the vulnerable minority until it's too late. It's the same with any drug.

Everything starts somewhere. But we can all agree it's not like heroin, where you actually can get addicted the first time you shoot up.
