Don't get me wrong, the risk should still be stated. However, it is not a settled topic by any means. I probably would not take super high dosages of it for long periods. However, I would not personally worry about reasonable human dosages for short periods.

The Russian Semax drops state they are stable at room temperature for two years, and that is a peptide in solution. Oxiracetam powder sealed in a container, and kept in reasonable conditions, will be stable for a long long time.

You can just use an ND gift certificate for the whole order. No need to wait. How long it takes to Romania depends on the shipping method you choose. Our last standard mail shipment to Romania was Dec 16th, and it was delivered Dec 22. So that is 6 days.
