Oh yeah absolutely. It's generally 2-3 years before you can operate anything. They trust very few people to operate/upkeep reactor systems. As far as the base knowledge of theory based information, one can learn a lot by studying it themselves. But it's one of those niches where there really is no other way to learn (assuming you have a base level of knowledge and capacity/willingness to learn) other than actually on the job operating under someone. As far as the theoretical stuff though, that can all be studied. Applying it is a different story.
