What I’m curious about is that the noopept came sealed but the phenylpiracetam did not. They were both sealed by an outer plastic but once that was removed and the caps were unscrewed they both looked like the picture. Is this normal? And If so why do they vary?

Edit: In my head since one has that 3rd layer and the other doesn’t it just seems “tampered” with. Wanted some feedback.

We are in the middle of transitioning to the new lift-&-peel induction liners. However, some of the existing product on the shelf is still left with the old style liners. So that's why you might get some with a liner and some without during this period. Once all the existing stock that is on the shelf is sold through, everything will be the new lift-&-peel induction liners. Nothing to worry about.
