Racetams are not pointless without choline. There are a lot of other actions they have apart from facilitating ACh transmission.
You also cannot bundle all the racetams together like that. Many of them have very different mechanisms. Take coluracetam for example. That is a choline uptake enhancer. Nefiracetam binds to the glycine site of the NMDAR. Aniracetam allosterically modulates the AMPA receptors, and has mild GABA affinities. Piracetam increases permeability of the body's lipid bilayers. Phenylpiracetam has affinities for the DAT.
Enhanced choline transmission/usage is not even close to being the central mechanism for the effects seen from racetam supplementation.
