Nutraplanet said they synthesized some R a few years ago when everyone kept pinining for the "good old crystalline phenibut". They sold it as "Super phenibut".
Not sure about the Russian pharmaceutical phenibuts, I thought they were R?. Latvian Olainfarm sure has R-phenibut in their portfolio, http://olainfarm.lv/product/r-phenibut/

Comparative pharmacological activity of optical isomers of phenibut
Phenibut (3-phenyl-4-aminobutyric acid) is a GABA ( γ -aminobutyric acid)-mimetic psychotropic drug which is clinically used in its racemic form.
Racemic phenibut was obtained from Olainfarm, Latvia.
There is another "brand name" phenibut by ANVI, which is in Russia. That's called ANVIFEN. That's racemic too.
Bioequivalence of anvifen and phenibut
An open randomized crossover test on 18 healthy volunteers was used to study the pharmacokinetics of anvifen (acting substance, aminophenylbutyric acid) manufactured in capsules at the Joint-Stock Company "Antiviral" (Russia). The test was performed after single peroral administration in comparison with phenibut tablets of the same manufacturer. The concentration of unchanged aminophenylbutiric acid in the blood plasma was measured by HPLC with UV detection. It is established that anvifen and phenibut are bioequivalent in terms of pharmacokinetics.
