How do we know nootropics vendors are giving us the right nootropics?

I will preface this by stating that in no way am I attempting to flame or discredit any of the companies listed or alluded to in this post, nor am I attempting to come off as conceited, pompous, etc. I apologize if any of my words seem to come out this way.
My sister is a Pharmacist and is very uncertain about the state of the nootropics industry. Since many companies can just tell you "Hey, yeah, this is the correct nootropic, here's a GS/MS sheet", but how do we know these tests are legit? Photoshop is a thing, if someone just gives you a picture of a GS/MS sheet, how can you confirm it's legitimate?
For example, Ceretropic says they work with USP & Sigma Aldrich for testing. How can we confirm this? This is in no way meant to flame you, Ceretropic, I would legitimately like to see verification as to how we can all know that what we're buying is legitimate. (Definitely no hard feelings toward you, /u/misteryouaresodumb, I would just love to bring this up as a point to see how this all works.)

I went to ASU for economics and marketing. I did data networking, IT, graphic/web design when I was in high school. I was in telecommunications for a long time after college, then moved into professional courseware and certification development. I worked with Accenture to develop training and certification programs for large companies in all sorts of industries, from telecom and data networking, to metallurgy and banking. So I would fly all over the world and have to learn different industries, so that I could create training programs and develop certification tests to assess people's proficiency in them. I wrote the current Verizon Technologies field technician exam, for example.
Neurochemistry and psychopharmacology were just my hobby for a while. I like to learn about new things, and expand my knowledge of everything around me. However, this was more like a passion. I loved teaching, and creating certification programs. However, I was not passionate about it like I am about Nootropics. Chemistry is everything. Every emotion you feel is a chemical reaction. Every idea someone has ever had was due to chemistry. How our brains observe, interpret, analyze, and store information is everything. Our reality is just an high-level manifestation of that process. Why would everyone not be amazed by it, and try to understand it better? Even the answer to that question lies in the chemical interactions in the human brain. It's amazing!
As far a business savvy is concerned, I've worked with a lot of amazing people around the world. I have been exposed to some of the best and brightest out there, along with some of the most idiotic. Everyone you meet has something you can learn from. Every interaction in your day can be used to improve who you are. Most people completely overlook the endless opportunities for improvement in their daily lives. I just seek them out. I am far from an expert in chemistry and pharmacology. However, I strive to learn more every single day. That's all I really care about: constant learning and improvement.
