Actually he's doing pretty much the opposite, looking for dumped pharmaceuticals and trying to pump them back onto the market. Sort of a scavenger of big pharma, for lack of a better term.

Well that is what he is claiming to be doing. He could ride out the venture capital money, without ever getting anything to market. It could very well be a pump and dump under the guise of a disruptive business model. The company is incorporated in Bermuda after all, with no history, little assets, and almost no staff. If he makes people think his business model will work for long enough, he could sell part of his stocks and then run out on everyone. The pump would be him convincing everyone that he will eventually get one of these drugs to market. Hell, he might even give it a real shot. However, you can be sure he is going to convert some of his crazy inflated stock to cash, before anything hits the fan.
