That's really weird wording. It sounds like they procured toxicity.
I'm not a (human) doctor, but I thought the main purpose of these kinds of articles is to inform other doctors about symptoms of "OD" from drugs they might not know about. So in this case, if someone comes into the ER having taked a shit-ton of phenibut, the ER doctor will know that it isn't life-threatening and they can just observer and let the person recover.

Yeah, that is usually the purpose. I can't get the full paper yet. Hopefully they noted the dosages of each substance in it. Otherwise it is hard to really know anything. High dosages of THC alone could make people sedated and delirious.
