Usually they don't use toxicity in place of intoxication. I always see toxicity used when the substance itself is considered toxic or damaging to a body system. Intoxication is when too high of a dose of a substance is used, which affects cognitive function. Maybe some people use them interchangeably. It just makes it seem a lot worse than it actually is.
