isn't that just potency? Like aniracetam is more potent than piracetam, but less effective (for me) at their optimal doses.

No, potency is the dosage required to reach peak effects. Efficacy is the level of those peak effects. So lets say they were measuring rat's activity time on two drugs. If drug A made rats active 5 hours at a 100mg dose, and drug B made rats active 5 hours at a 50mg dose, then drug B is more potent. In contrast to that, if drug A made rats active 5 hours on a 100mg dose, and drug B made rats active 10 hours on a 100mg dose, then drug B is more efficacious. So when they say NMT is 4 times more effective than Semax, they are saying it led to 4 times the effect in their model for the same dosage. It was only 4x more effective in a single model, though.
