OKHi, I'm not as experienced in scientific research as others, but here's a summary of what I've found. I was trying to find a post on what to expect out of semax... and didn't find one so I tried to find some papers on it.
SYNTHETIC ACTH ANALOGUE SEMAX DISPLAYS NOOTROPIC-LIKE ACTIVITY IN HUMANS
http://brain.bio.msu.ru/papers/Kaplan_Kochetova_Nezavibathko_Rjasina_Ashmarin_1999_NeurosciResCommun_NootropicSemaxInHumans.pdf
Abstract: Nootropic properties of ACTH4-10 analogue, Semax, were demonstrated in experiments
with human volunteers. The antihypoxic effect of Semax was shown by EEG analysis after shortterm
hyperventilation. Semax induced changes in the EEG similar to those seen after
administration of typical nootropic drugs. Particularly important was the long-term (20-24 h)
beneficial action of Semax on the work efficiency of operators after intranasal administration of
0.25- 1.0 mg of the peptide (about 4.0 - 16.0 /xg/kg body weight).

16 operators of a power plant were asked to memorize 160 blocks of random number images. Then, they were presented with 40 test numbers and asked to press a space bar if they were the same as of the 160 number images. Half…

What could lowered dopamine and serotonin levels in the hypothalamus indicate? Is it beneficial to have low concentrations of both in the hypothalamus and have them be higher elsewhere?

It would seem to indicate that more dopamine and serotonin are being released in other brain regions, so the stores in the hypothalamus lower after a week or consistent use. I am not sure if it is beneficial, so much as it is just what happens when you are releasing more dopamine and serotonin for extended periods.
One of my customers just found out the adviser of his old professor is the co-creator of Semax, Dr. Aleksandr Yakovlevich. He just got introduced to him on Thursday. Hopefully I will be able to ask him some questions. I'm sure there is a lot he knows about that we don't, and I would love to pick his brain!
