Alpha GPC oozing through the bag

I got some alpha GPC about a month ago from Nootrico. I'm pretty sure it was powdery when I got it, but now it is very clumpy and has somehow managed to ooze everywhere and get really sticky. Is alpha GPC supposed to be moist?

Also, for anyone else who has gotten it from Nootrico, how did you deal with the fact that they offer no guidance towards dosage and don't even label the scoop's capacity? I bought a scale that measures milligrams, but I'm not sure if there is a better solution or not.

Just our own personal experience, and 5kg of useless alpha GPC. There is not a lot of information out there about it, except for anecdotes.
