Tip of the tongue syndrome

I take adderall pretty consistently at therapeutic dosages(20mg a day). I noticed that many times I get tip of the tongue syndrome, where I am looking for the perfect word to say and I almost have it but it is not quite there. The question is, is adderall making me more stupid or making me more smart(would I have gotten these words before or not even attempted them before). I think others have said the same on noopept and piracetam. I'll add on to this, when people say adderall has neurotoxicity, what exactly does neurotoxicity mean? Does it mean more or less that it will lower your intelligence? I hear people throw around neurotoxicity all the time, but I never hear them say what that really means.

Side effects like these are the reason I don't like Noopept. I tend to call it the anti-Piracetam.
Would be nice to know what is the mechanism behind these particular side effects.

The only thing I can come up with is TrKb down-regulation, due to the elevated BDNF levels.
