Noopept clumps together like crazy, and is more fluffy than granular. I'd say it wasn't noopept. However, hard to say what it really was without a sample.

Nope. Sigma will tell you to take a hike unless you have a valid laboratory license. I've tried before, when we were trying to do some modafinil testing.

Well they were pills too. So there were most likely binders in there as well. No real way to say for sure without a sample to test.
