this post is both a query and possible warning to others. I won't name the vendor yet, but my package is late and is usually on time. the tracking number says its going all over the country. is this or something else I can look for to see if its being seized?

I think that Congress wants to get rid of the USPS service
I doubt it... USPS is a self-funded agency, it also is the only government agency to have a fully-funded pension heh. It would also be very bad to shut down, due to the simple fact it offers mail service through the Universal Postal Union and other agreements with foreign countries... which allow you to ship something from one country to another without paying postage in both countries using both nations' government postal agencies.
Besides, the USPS is getting a nice bit of new business thanks to Amazon, they wanted to stop doing Saturday day delivery of mail and go to 4-5 days a week... heh USPS now comes to my house 7 days a week more ofen than not because of Amazon Prime Sunday-delivery
Edit: what do I think is going on? Being a carrier is a shitty job... outside all day, walking large distances, dealing with people/dogs/bad neighborhoods. Working at a sort facility sucks, expected to bust your ass, lifting heavy things, loud environment etc. The people that are willing to take those sorts of jobs aren't always the brightest and aren't always the most trustworthy. We are also just gettin spoiled, remember catalogs/mail order in the 80's and 90's "4-6 weeks delivery" and they MEANT it. Now, I'm in central Indiana and I can ship a priority flat rate box to a customer for 5.50 and it will be delivered in HAWAII…

Ohh, I agree that it is a good thing to have. I do not want USPS to go anywhere. But our Congress does not seem to agree.
