So this is coming from my limited amount of pharmacology knowledge but theoretically, wouldn't the stress hormone release cancel out the effects of the growth factors? As cortisol is known to impair cognitive function over long periods of time of exposure

I do not think it increases cortisol for long periods. It has shown to be neuroprotective, neurogenetive, and enhance memory when used acutely and chronically. So the PGP modification significantly changes the effects compared to endogenous ACTH.
