Two questions... on hard powdered caffeine and fat solubility of nootropics

We just got our nootropics today from ND and I noticed one bag of caffeine is hard as a rock while the other isn't at all. Is that normal? I tried to google it and ended up with a bunch of results about cocaine and making crack. Not so helpful.
My other question is this... I often see it said that fat soluble drugs and supplements need to be taken with fat or after a meal. Like aniracetam. But I came across a thread that disagrees and puts some arguments out against it. I'm honestly a bit confused. Will they be ineffective, significantly less effective, only slightly less effective? Last a shorter time? Make your stomach hurt? What are the consequences of taking a fat soluble drug on an empty stomach? http://www.longecity.org/forum/topic/60532-taking-a-fat-soluble-racetam-on-empty-stomach/

Yes, I have been saying the same thing forever! Fat soluble does not mean you need fat to absorb it. Your cells are surrounded by a lipid bilayer, and that is what the molecules get absorbed through. Substances that say you should eat with it are usually due to stomach upset, not solubility.
I take everything on an empty stomach, be it water or fat soluble, and I have no issues with things not absorbing. I thought I was taking crazy pills for the longest time reading time and time again that fat was needed for absorption. It just doesn't make any sense.
