PRL-8-53 available at NSN

Well, I got in contact with a relative and got this response:

"He would be so happy to know that there is interest in his compounds! I am on my way to work right now so I will write you more after but, in short, he was never able to get the financial backing necessary to complete the studies and push everything through the drug approval process. In fact, there was an even more recent compound he had developed which was actually much more potent and effective than PRL-8-53."

So according to this the only limiting factor was funding. I also assume the more potent compound would be PRL-8-147. Will update when I get more info.
