Why are nootropics from Sigma Aldrich so expensive?

Potentially dumb question but looking for some context, possibly.
So here is Oxiracetam sold for $245 for 10mg.

Whereas I can get 10G from a well known nootropic store for $12.50.
Again, I'm sure it's very obvious but I just can't understand the price difference unless there's a massive difference in quality.

I assumed as much. I'm more curious as to their policy on drugs like PHX, which is OTC as an inhaler and sold in easily abusable hydrochloride form by suppliers. PHX is a highly potent psychoactive stimulant related to methamphetamine yet completely legal and unscheduled in the US because it comes soaked inside a cotton rod along with various scented oils, which makes it difficult to abuse. Selling PHX as a hydrochloride formulation means selling an affordable, easily abusable, high potency drug. Same with RC's - they're cheap, pure, and technically unscheduled. I can't imagine suppliers would sell those chemicals to just anyone who asks.

They will be suspicious of what you want it for, and will most likely refuse to sell it.
