Why are nootropics from Sigma Aldrich so expensive?

Potentially dumb question but looking for some context, possibly.
So here is Oxiracetam sold for $245 for 10mg.

Whereas I can get 10G from a well known nootropic store for $12.50.
Again, I'm sure it's very obvious but I just can't understand the price difference unless there's a massive difference in quality.

Can non-scientists even buy from chemical suppliers like SA? I've always assumed that in order to buy from those kinds of places you needed to be able to prove your affiliation with a university or research company.
I mean, I don't know about SA, but suppliers like Cayman have numerous highly potent amphetamine research chemicals for pretty cheap prices. If it's a controlled substance the sale is restricted but for technically legal RC's like 2-FA and PHX there are no restrictions whatsoever. That's why I always assumed you had to have some sort of documentation or approval before ordering or else random college kids would be buying thousands of grams of incredibly pure pharmaceutical-grade amphetamines on the daily.

You cannot purchase any scheduled substances from them. I tried for modafinil testing. Even with a prescription, their DEA license only allows them to sell directly to labs.
