Nonresponder to Phenylpiracetam?

I've tried Phenylpiracetam dosed acutely at does of 50mg to 250mg, and never felt anything, subjectively, or objectively when looking at my quantified-mind.com scores, nor do I lift more weights or more reps when taken before exercising. I've always taken it sublingual, waiting for it to dissolve before washing it down with water, which is often pretty quick, like 5 minutes. I've tried when my diet consisted of a lot of eggs (in the teens everyday), or when I supplemented choline bitartrate, or both, and when I didn't have outstanding source of choline.
The phenyl is from Liftmode (when they did that promotion at the turn of year, and I got it for only the few dollars of shipping fee), so I would trust that it's good quality.
The only thing left to try is taking it daily and see if it builds up like piracetam.
This is contrary to (of course a nonrandom sample of) the posts elaborating experiences with phenyl I've read on /r/nootropics, most of which describe a quick uplifting effect. So I want to ask are there others who have tried it but didn't respond like me? Or are there other ways of taking it?

I would figure tolerance to phenyl is near impossible. During any single week the most number of days in which I take phenyl is 2, and usually, between acute doses I wait a week or more to make sure that tolerance cannot develop.
The only other stimulant I take is caffeine, and that too is taken only fairly sparsely as needed, though more than phenyl. I'd say no more than twice a week, at 200mg, sometimes with L-theanine (200mg to 400mg), hordenine HCl and synephrine HCl (at 50mg to 100mg). The caffeine is taken as a tablet, but hordenine and synephrine are taken sublingual. The caffeine has a very good uplifting effect, and also powers up my lifts. I've tried caffeine strictly with L-theanine in the beginning at a 1-to-2 ratio, but a 2 or 3 months ago I found that L-theanine might calm me down too much and took it out. I've not gotten jitters from just caffeine in all cases except 1.
Forgot to mention that I've been on a ketogenic diet for most of the time I've tried phenyl. At some point I hypothesized that perhaps it has something to do with glucose utilization so I tried it with dextrose/maltodextrin acutely, and also when I was not on a ketogenic diet. Still null effect. In contrast, caffeine seems to be synergetic with glucose supplementation, boosting either attention or executive function, or both, as measured by QM.

Well the stimulating effects from phenylpiracetam are going to arise from it's affinities for DA and NE systems. I thought that if you perhaps had taken real stimulants, like amphetamines, then your tolerance to substances with less affinities for NE and DA would be higher. However, you have not really taken any real stimulants. Caffeine is not a real stimulant, but more a stimulant enhancer.
The memory enhancing effects will come from the racetam structure. However, those effects will be more subtle, and you might not notice them. Perhaps you are just a non-responder.
It's possible the synephrine could have raised your tolerance. However, that's a pretty weak stimulant, if at all. It's like pseudoephedrine.
