DHL customs to Europe getting worse

For your information :
Just got asked to pay 59.50€ for customs to France for a 250€ order.
The 2 last time it was 10€.
Like many I will have to source elswhere for the most part.

In France, DHL has a 14.55€ brokerage fee. That's the minimum it can be, due to them handling brokerage. Then it should be 5.5% of the total for VAT. There are no import duties from the US to France for the HTS codes we use. How are they calculating 59.50€? Can you give me a breakdown so we can see what the hell they are doing?
Oh, well, I've had a similar situation recently; I've placed an order worth 541,66 USD (DHL Express shipment costs included) in July and had it delivered to Vitrolles, France. Upon arrival in France, they asked me pay 178,50 EUR (yes, approx. 190 USD) in "\[...\] import duty/tax \[...\]". That alone made the order approx. 35,0 % more expensive. As much as I like your products and your/your company's philosophy as a whole, that markup is quite hard to shoulder.

Did they explain why they were assessing that much? That's more than they should be. Based on the HTS code 2106.90.9869, there should be 0% duties to France, and the VAT should be limited to 5.5%, as the products are not "products intended for the manufacture of alcoholic beverages
or confectionery products even without sugar." It sounds like DHL/customs is assessing the improper amounts.
