DHL Custom Duty Canada

Due to issues with my last shipment using the free shipping, I decided to try the DHL express.
FYI my last shipment took about 2 months to deliver.
It was painful paying the delivery fee but I didn’t want a hitch this time. Little did I know what awaits me.
I have just been asked to pay $48 in custom duty. Is this the new norm or only seen with DHL?
I have been a ND customer for about 3 years. It’s the first time I’m using DHL. I’ve never had to pay custom duty.
I am working with limited budget, and I hate surprises. This stings really hard.
I guess I will put a hold on any purchase from ND for now. Gotta make do with what’s available locally I guess.
TLDR: Rants about custom duty.

For clarification, just as @MisterYouAreSoDumb as rightly pointed out, it’s not really customs duty but taxes.
However I find this clearance fee ridiculous. Here is the breakdown:
Cost of item: US$ 218.43
Tax: CAD$ 28.80
Customs Clearance fee: CAD$ 19.78
Total 🟰 CAD$ 48.58

That's a brokerage fee, which all private carriers charge to clear customs. It's not a thing for public clearance, like USPS or our standard shipping that uses the USPS network to move it to Canada. When using DHL Express, then DHL becomes your broker.

It should be $17.50 CAD, though. Not sure where they got $19.78.
