Order got Seized - We have to repay shipping?

Edit: Seized is the incorrect word. It was simply inspected then sent back to ND.
Has anyone had their order inspected and sent back before? ND is asking me to pay shipping again which seems kind of odd. It would have been nice to be informed that this happens sometimes with certain shipping methods so that we can make an informed decision about which shipping method to use.
The support lady made it seem like it was common knowledge that this happens to some packages.
Is it normal to get your order inspected and sent back without any reason? I didn’t order any racetams or anything in the grey area. Nothing I couldn’t find in a local supplement store, aside from 4’-DMA-7,8-DHF.
Really cheesed about having to pay another 40 bucks for shipping tbh

Thanks so much! I actually followed up with DHL and the official reason they gave me was:
“Please be advised that DHL Express screens all parties to a shipment against restricted party lists maintained by the U.S. Government, EU and the UN. A party to vour shipment was identified as a potential match to a name on one of the above mentioned lists. Therefore, your shipment was returned to the origin due to a failed shipment inspection.”

Yep, that is what they are telling us now, too. They are saying you are on a restricted list, so they turned away the package. Maybe you have the same name as someone that has recently been sanctioned? This whole Russia thing has caused some pretty intense scrutiny on stuff. We actually have (had?) a ton of Russian customers. When the Ukraine thing happened, they literally froze all our packages in transit to Russia. Then they froze our ability to even refund the customers. Now they are getting crazy with packages to certain people. Perhaps you have the same name as someone on one of these new lists? Just spitballing here, as this has never happened before.
