Take lead as an example. It seems the FDA regulates that candies have less than 0.1ppm, and the EPA demands that drinking water has <15ppb, yet I see that ND lists <0.5ppm for each product I checked, which seems meaningfully higher, but I suppose is due to the volume of consumption. In any case, is there a reason for the lack of precision? I figure they can get a specific value. And how would say 0.4ppm fare within the world of supplements?

You are looking at a spec sheet. The spec for that product is 0.5ppm. The actual results will be lower; sometimes not detectable. If you ask for a specific COA you can see the exact level.

Regarding limits, we adhere to the strictest in the country: Prop 65 out of California. It's very hard to hit those limits sometimes, but we do. Candies are consumed in larger quantities by children, and you drink massive amounts more water every day than supplements. This is why the limits are so low on candy and water. The same goes for things like flour, which is used in large amounts in baking. The limits are set off estimated exposure levels. All of our limits are set based on daily dosage using the Prop 65 limits. Prop 65 is always lower than FDA, WHO, and ESFA levels.
