Yes, I follow why you farm out metals testing, it is just the technological advancements that make make an investment like that somewhat scary for industry. As long as you have good contacts (beyond sales) you'll be in a good place to maximize your Investment. One lab that I am very familiar with spent into 6 figures for an lc-gc-ms that ended up being more or less a paperweight because it was too hard to operate and maintain for the available staff. It sounds like you know what & when to do for yourself & likewise to send out. Very impressive....

Ohh yeah, we take into account operating costs, capabilities/bandwidth of my lab techs, and difficulty into account. Buying a machine is just one part of the cost. The ongoing costs are often much more, so we are strategic in what we spend money on. If we were still using our other lab partners out of state for ICP-MS, we might consider bringing that in-house. That's because the turnaround time, shipping delays, and extra hassle would make the cost worth it. However, no sense reinventing the wheel when we have such a good lab partner down the street we can leverage for that. The same goes for NMR. That's a $500K machine minimum, and the liquid nitrogen to run it, not to mention the skill of the scientists needed, make that not feasible for us. We are lucky to have a partner in California that we work with on NMR, along with another partner for more advanced 2D NMR work on things like peptides and unknown compounds. Someday I will have every toy possible in-house, but I need to be strategic about it.
