Don't have a scale so im going to dissolve the pre-weighted 5g jar and use volumetric dosing, what solvent would best conserve it? (im looking for it to last at least 1 year, preferably 2)

Noopept is extremely stable. It's a small dipeptide and would probably last for many years in deionized water if you store it in good conditions (ie, in your fridge). There's no need to add benzalkonium chloride, right /u/misteryouaresodumb ?

Noopept's half life in water is 1 year. It's likely a bit longer in DI water stored properly. A more stable solution would be propylene glycol, but you need heat, stirring, and time to filly solvate it. So you would need a hotplate stirrer, and OP doesn't want to spend the money on a scale, so I doubt he wants to buy a hotplate stirrer.
