For our facility, we have to run water quality studies and analyze it regularly. Our systems have OQ testing and documentation that we do regularly. For sensitive equipment like mass specs, very small concentrations of impurities in water can make a huge difference in the sensitivity of your machine.

I personally wouldn't mix shialjit powder with fluorinated/chlorinated water, but the risk is likely low. The amounts in municipal drinking water are so low.
