Shilajit shines when in combos with other things. It goes really well with CoQSol-CF, as shilajit boosts the effects of CoQ10.
I also find shilajit goes well with tongkat ali and NMN. I had good results when I had berberine in the stack as well.

I personally wouldn't mix shialjit powder with fluorinated/chlorinated water, but the risk is likely low. The amounts in municipal drinking water are so low.
