Is Phenylpiracetam by NootropicsDepot a racemic mixture or only the R-isomer?

I checked the product label on ND's website and I am unsure what to make of it. The label states: Phenylpiracetam (R,S)-2-(2-oxo-4-phenylpyrollidin-1-yl)acetamide. Does the bolded R mean it's the R-isomer variant of Phenylpiracetam?

See the definition of racemic: consisting of equal amounts of both enantiomers (optical isomers) of the molecule.
As I said though, this doesn't exclude the possibility that having the S isomer in the mix limits the amount of certain benefits you can get from the R isomer at doses of the racemic mixture that work for you, either by limiting the amount of the racemic mixture you can take before running into side effects, or by somehow contradicting some of the action of the R isomer.

I just wrote a long response to him in another comment. The very data he cites refutes his claim. Examine's page is once again misinterpreting the data in their overview. I appreciate you trying to discuss with him in good-faith, but he seems to not be interested.
