Not unless you gargle it or hold it there for a while. If you swallow quickly, you will be fine. The issue comes if you try to take it sublingually. Do NOT do that. That's when it can cause issues.

Yes, or it was a coincidence. I would not worry. Sometimes headaches happen, and it is hard to pinpoint one specific reason for why. If they stick around for long periods, then you can get concerned.
