Do people overhype phenylpiracetam or do I just not respond to it?

Tried 250mg on an empty stomach shortly after a coffee, and I guess I feel kind of light and my jaws slightly tighter, but Im not really stimulated or motivated and definitely no euphoria or task enhancement or any nootropic effect whatsoever.
Ive tried it before with similarly lackluster results.
I do feel the drug though so Im wondering why it's nothing like what Ive read
Im also hungry, which I shouldnt be on an effective stimulant..
What gives? Im not usually the type to get abnormal effects from drugs
Edit 4 hours later: I havent taken any more, now have that headache people talk about and feel pretty tense. I think it worked and just didnt affect my reward system in any way
Edit shortly after: Had another cup of coffee and for some reason I feel less jittery and more mentally happy.
Seems like the combo is a must
Edit 14 hours later: I cant sleep. This stuff is definitely doing something that I cant feel. My chest is tight and Im like wired.

Sounds like theres a quality control issue on the market..
Do you know if they were freebase or a salt? And are there any other ingredients in them?

Absolutely ZERO quality control issues on our side. It's the same chemically as it has always been. We have retained samples from every single batch going back to 2013. Nothing is different. Him adding in an ADHD med into the equation is likely the reason.
