Would unopened panax ginseng from September 2018 still be safe and effective? Or would it be better to get a new jar?

Sounds like a windows operating system series. honestly.
Shit drives me nuts, too. I see it with TVs all the time. Buy a nice new "Smart TV" to find out it's incredibly slow at WiFi, to the point where you still use your Xbox or Smart (Roku, etc) Box to watch netflix or hulu or amazon prime video. WHY DIDN'T I BUY THE SAMSUNG; I SHOULDNT HAVE LISTENED TO THE ASSOCIATE; I KNEW THE SAMSUNG WAS MY “THE ONE” - DAMN RETURN POLICY WHEN I OPENED IT AND RUINED THE PACKAGING ALREADY

The natural wellness industry more often uses opt-out subscription services instead. So they have you sign up for regular monthly orders, usually for a discount or free stuff, then they bank on the fact that you will forget about it. Then the next month rolls around and you get charged for something you may not even want or use. They do some planned obsolescence, too. Usually that is selling massive sizes of certain things for a cheaper price per mg. People buy it because they feel like they are saving money, but they can barely use 1/4 of it before they throw it away after it has been so long. I try to keep our large sizes reasonable for that reason, and sometimes we eliminate the larger size altogether. I really do hate waste. It just rubs me the wrong way.
