Financial risk is what I was talking about. Taking on a new synthesis project is a risk for them, as their lab is not making other things during that time, and the synthesis could fail. That can lead to a lot of wasted time, labor, and chemical precursors. Even if the compound being synthesized is not risky from a regulatory perspective, it can be risky from a business perspective. It is easier to talk labs in China into taking on more advanced synthesis projects than other countries.
