Can you comment briefly on how this molecule compares to 7'8 DHF in terms of bioavailability or receptor efficacy? Is this "almost as good" as 7'8DHF or nowhere near as good?

Seems to have similar efficacy at TrkB. I would have no problem selling 5,7,8-trihydroxyflavone. It just needs to be properly labeled, and not called 7,8-DHF.

Yes, but I have never been satisfied that the sources for 7,8-DHF were correct and pure. I think all the vendors have been selling 5,7,8-trihydroxyflavone instead. We are actually having a 3rd party lab confirm that now.
